    Is it USPS, or some other facility?

    It depends on where you live. If you are lucky enough to live in a city with a US Passport Agency office, you can go there and submit it in person. If not, go to the post office.

    I appreciate your answer.

    Please correct me if I am wrong – but I thought that one can go to US Passport Office only if application is URGENT – and that passport issued due to urgency do not have same expiration as regular ones (10 years).

    You may go to the passport agency office for any passport application. Most people who go there do so because they don't want to give the post office their original documents. If you go to the passport agency office, you can show them your originals and get them right back.

    I am still a bit upset that when I got the letter with my passport, they had stapled the naturalization certificate to the letter.
    So, there certainly is value in not having them take the originals.

    I guess that is a local New York office policy. In Los Angeles, anyone can walk in if they make an appointment.

    "The Los Angeles Passport Agency only serves customers who are traveling, or submitting their passports for foreign visas, within 14 days. If you are not traveling, or needing to submit your passport for foreign visas within 14 days, you must apply at a Passport Application Acceptance Facility."

    That's odd. I took mine in there January 4th for an ordinary submission and had absolutely no problem.
