Post Need help - My mom failed only speaking section???

    Hello all,
First of all I must say that this forum is a great source of information for people like me, which basically they have no idea about anything:)
Today, I took my mom to her citizenship interview. She got her Green Card thorugh lottery and we applied her citizenship.
We studied writing, US civic test, reading and we went thorugh her application.
The interview was at Garden City, NY. I could not went upstairs so I was waiting her to come down with good news.
She finally came after 2 hours. when I asked her how did it go she showed me the paper.
She said the interviewer immediately asked her US Civic test before even asking her name. He asked 10 questions and my mom had only one mistake. He said he did she did very good. Then he gave her 3 questions. She said she wrote one completely correct and other 2 she had minor spelling mistakes and he said she did good. Then he gave her a paragraph and she read and he said she did good.
Then he started going through the application. My mom answered his questions. Since I went through 10 times over my mom's application she knew almost all of them but she said she did not go through the application and gave her a paper.
On the paper it says that " Re-Examination of Speaking" "A decision cannot be made"
Sth like that. Although there were other sections like writing, reading or US civic test none was sesleceted but just Speaking.
What does that mean? How will the re-examination of speaking be? Going over the N-400? So does that mean she is exempt from the others?
If anyone had a similar experience or can share some knowledge this will be highly appreciated.
We have another interview in 2 months and I have no idea what we should study?
    Thanks a lot
    pucky

That sounds crazy. From what you describe, her English seems more than competent. Contact your Congressman or Senator and complain about this. One of the things that has always annoyed me is that many of the CIS adjudicators who conduct naturalization examinations have such heavy accents and speak such poor English that I wonder how they ever passed their own naturalization exams. I say this as someone who deals with non-native speakers of English every day. Some of those CIS people are incomprehensible.
