Waiting Period

I am in the military and can't get a straight answer so I need help PLEASE. I am a U.S. citizen, and my wife holds a perm. resident card. she's only had it a little over 3 years and we have only been married for 2 years. I found section INS 319(b) which stated that if I am deployed abroad for at least 1 year then my wife would not have to satisfy any waiting periods to apply for citizenship. I am right now in Iraq, on month 8 of my 15 month tour, and need to know if this applies to us, so I don't waste time and money to find out otherswise. If anyone could give me a clarification that would be very helpful.
