Military Spouse Immigration Process

I have a few questions that I need some help getting concrete answers on regarding the immigration of my German Spouse. I am currently stationed in Germany and have been for 5 years now. My wife and I got married in a courthouse back home in the states December 2005 without a fiance Visa. She was traveling on her German Passport. We had twins arrive in October of last year and I am now being reassigned stateside. My wife got into some trouble with the German law in 2004 back before we met. She was convicted of breaking and entering and was given 2yrs. probation on top of fines. What is the quickest way to legally get my wife over to the U.S.? Do I go the immigrant visa route or full citizenship since we will have been married for 3 years this December? Please help me out.

File an I-130 with the consulate in Germany. Tell them of your schedule. They should be able to expedite her processing.
