    Now they are calling this "Pre-Registration" rule as visa modernization so that is all we will get. Rest may/may not happen.

    The notification however uses the word "modernization". Basically telling us pre-registration is modernization.

    First, they have to get people who can count beyond ten without taking off their shoes and socks.

    I get the feeling that "modernization" refers to a more accurate and transparent counting system.

    I think that was the original intent too. But now this Pre-Registration rule is called "visa modernization".

    As per 1615-AC05: "The Department of Homeland Security (DHS) is proposing to modernize the immigrant visa system by amending its regulations governing the adjustment of status process and employment-based immigration."

    This shows it has nothing to do with "counting".
