    The summary of regulation is

    1. 17 months extension is going away and replaced by 24 months extension
    2. If a person does one more master degree then he can get one more 24 months extension. But he cannot do 2 masters consecutively. STEM from accredited universities are eligible

    One of the important condition is Employers has to attest that they will not layoff for the placement of OPT persons. Some report needs to be sent to DSO by the employee every 6 months. Other than those are same blah blah as 2008 regulation.

    We have to note the point in the regulation that the entire extension is subject to the the appeal process in the circuit court.

    They made some kind of protections and requirements so that if any court reviews then that could survive. But need to see how final rule looks like
