    For an agency that demands such strict adherence to the law, they sure don't apply that concept to themselves. My experience, over the years, has been that corruption is more the rule than the exception.

    In the recent Seventh Circuit decision, Samirah v. Holder, the court finished the majority opinion with the observation that:
    The CIS likes to make rules and hold applicants and petitioners to the most arcane interpretations of them, yet they consistently refuse to follow the rules themselves.
