Under this new rule scheduled to be effective from Jan 2017, if I have an approved 140 from my current employer and change jobs in Feb 2017, I know I can retain my PD, but, can I still use my previous I-140 to extend my H1-B beyond 6 years? Even if my new employer/new position either doesn't apply for new GC or it gets denied? Thanks!

Yes you can use the i-140 if its approved for future H1b extensions with any employer beyond the 6 year limit.
