    Hi Ron,

First let me tell you a little history about this. My mom had already have non-immigration visa and she was in US before. now her visa is expired. My sister was denied few times .
My mother is 70 and my sister would be a big help if she can join her but I am afraid my sister would be denied again!

My question to you is: What is best approach when applying, should they apply individually or as a pair? They both want to come visit me and my family ( I am a US citizen).

    Thank you in advance!

Unless you can persuade the consulate that they really will go home after their visit, there isn't anything more that you can do.
