Marriage Certificate For Parents Not Available. What Can I Submit?

    Hello,

    I have seen several threads that talk about non-availability of marriage certificate for parents. Could someone please confirm I can provide the following documents while submitting the I-130 form for my father. My mother passed away in 2002, and I am from India.

    1. My birth certificate with the name of my father and mother.
    2. 2 (or 3?) sworn affidavits by relatives who were present at my parents' wedding.

    My questions are:
    1. Do the relatives need to be older than my father? There is no one alive now that can provide that certificate.
    2. Do I need an affidavit of non-availability of marriage certificate?
