    Ron,

    It looks like the trend would be eb3-row might be close to becoming current by sep 2015. If uscis doesn't use all the 40k visas in that category, how does the visa flow happen. Do they go to eb3 India or flow to eb1->eb2?

    When the worldwide category has left over visas, they spill across and become available to the single state limited countries in the same category. If there are still left over visas (for example, all of EB3 is "current"), then the left over numbers would "fall up" to EB1 and start the process all over again.

    DOS was very cautious when it retrogressed the dates in November. Advancement in Feb 2015, is just a correction.
