H-4 EAD received priority approval also(New I-765 draft form was approved). I know things aren't so positive right now, but let's look at the bright side.
Most of the effort goes in making draft rule (at least for this one), once it is ready, then things move faster, hopefully!
Comments period also takes its own sweet time and then depending upon the comments, they evaluate the economic and other aspects of the rule. This process is lengthy.
We are in a world of guessing game as always- is the rule progressing? is the admin still pushing DHS?
Immigration is again a big political topic for next election, will anything happen before next election?

FWIW, a policy memorandum is released by USCIS for "Clarify when “extraordinary circumstances” might exist" for WH report section (VI) (F)
